Both cities then applied for funding through the European Union International Urban Cooperation programme (IUC). Since december 2017 Rotterdam and Surat were officially paired as part of the IUC programme. After couple of exchange visits the outcome is that Rotterdam- Surat have developed implementable Water Resilience Plan for Surat.
