Net-Zero by 2047: Leh’s Ambitious Climate Roadmap Takes Shape

Leh: The Global Covenant of Mayors for Climate & Energy (GCoM) South Asia chapter recently presented the Leh Climate Action Plan in the finalization meeting held on July 4, 2024 at the Civil Secretariat in Leh. The meeting focused on the comprehensive plan to achieve a net-zero carbon footprint in Leh by 2047.
Dr. Pawan Kotwal, IAS, Advisor to Hon'ble Lt. Governor, chaired the finalization meeting. The meeting was attended by key dignitaries including Shri Sanjeev Khirwar, IAS, Principal Secretary (Housing and Urban Dev./Industries and Commerce), and Mr. Stanzin Rabgais, Executive Officer of the Leh Municipal Committee.


At the beginning of the meeting, a representative from the National Institute of Urban Affairs (NIUA), New Delhi, delivered a comprehensive presentation. The presentation covered various aspects, including baseline analysis, future climate implications, the problem statement, vision, objectives, implementation roadmap, mitigating measures, adaptation strategies, proposed public transport routes, Hop-on/Hop-off routes, and Non-Motorised Transport (NMT) infrastructure. In-depth deliberations and discussions centered around the plan’s objectives, strategies, and initiatives designed to mitigate the impact of climate change in Leh. The draft plan encompasses a comprehensive set of measures aimed at reducing the carbon footprint, promoting sustainable development, and enhancing resilience within Leh City.


The attendees gave their feedback and suggested minor changes and proposed final adoption and endorsement for further implementation by the respective authorities and departments.
Developed under the auspices of the European Union-supported GCoM project, this initiative is a collaborative effort led by the Climate Centre for Cities (C-CUBE) at the National Institute of Urban Affairs (NIUA). The plan received contributions from the Leh Municipal Committee and engaged local stakeholders.

  • Emission Targets: The 2021-22 emissions tally stood at 143,884 tCO2, but the trajectory is alarming. Projections indicate a 3.5-fold increase by 2047. The Leh Climate Action Plan aims to slash 497,619 tCO2 through strategic energy efficiency measures and robust renewable energy adoption.
